and controls the flow of fuel vapors out of the fuel vapor canister

When the engine is shut OFF, vapors from the fuel tank (9002)
flow into the fuel vapor canister

After the engine is started, the fuel vapor canister purge regulator valve
is engaged and opens, drawing air through the fuel vapor canister
, purging the fuel vapors from the fuel vapor canister
into the engine.
With the fuel vapor canister purge regulator valve
open, vapors from the fuel tank
are routed directly into the engine.
